Upon examination of the content of the 2nd issue of Istanbul Şehremaneti Magazine dated October 1, 1340 that is, October 1, 1924, it is seen that the most striking article is the article entitled "A Ten-Year Program Arrangement for the Revival of Istanbul's Public Works and Economics". In this article, previous similar initiatives are summarized. The work of the “Public Works Commission” is mentioned and especially the zoning and infrastructure works are explained.

The Commission consisted of the chairmanship of Dr. Emin [Erkul] (1881-1964), who served as Istanbul Şehremini (the Head of the Municipal Police) between 1924 and 1928, Hayreddin Nedim, Sezai and Rıfat from the Municipal Council, Doctor Hakkı Şinasi Pasha, Refik and Necmeddin Arif, Honorary Escrow Advisor Süreyya Pasha and Chief Physician Muhiddin Bey. In the article entitled "The Copy of Construction and Repair Licenses Accrual and Resignation", the regulation regarding the construction and repair license tax, which is one of the income items of the Istanbul Şehremaneti, is discussed.

In the section entitled "Newspapers’ Publication on Escrow"; the refutation of the negative remarks allegedly made by Mr. Recep [Peker], who was the Deputy of Internal Affairs between 1924-1925 and 1942-1943 and the prime minister between 1946-1947, about Şehremini Emin Erkul in a speech during his Istanbul visit, and the citations from the press about the discussions around it are shared. In the section entitled "The Opinions of Foreigners about Istanbul", it is announced that citations will be made from the articles containing the thoughts, opinions and suggestions of foreigners about Istanbul.

In the section entitled “Municipalities of Turkey”, it is informed that the articles will be published in the context of the municipalities getting to know each other and introducing themselves.

In this issue of the magazine, the revenues of Istanbul Şehremaneti for August 1924 are published item by item in a table.
