WORKING PRINCIPLES DIRECTIVE OF LIBRARIES and MUSEUMS


SECTION ONE

Purpose, Scope, Basis, and Definitions

Purpose

Article 1- This directive has been issued in order to determine the organizational structure of the Directorate of Libraries and Museums including the authorizations and responsibilities of the personnel in charge, and the working principles for users of the library and museum services.

Scope

Article 2- This directive covers all libraries and museums affiliated to the Directorate of Libraries and Museums.

Basis

Article 3- In accordance with the Municipality Law numbered 1580 / 5393 and the Metropolitan Municipality Law numbered 3030 / 5216, and based on the regulation of the Branch Directorate of Libraries and Museums established with the Decision of the Ministry of Interior dated 09/11/1984 and numbered 62166.

Definitions

Article 4- In this Directive, the following terms refer to the following meanings:

a) Manager: The Manager of Libraries and Museums.

b) Municipality: Istanbul Metropolitan Municipality.

c) Library: Libraries affiliated to the Directorate of Libraries and Museums.

d) Museum: Museums affiliated to the Directorate of Libraries and Museums.

e) Unit Libraries Affiliated to the Directorate of Libraries and Museums: libraries serving under the directorate in the province or district in neighbourhoods, sub-districts, towns and other settlements.

f) User: Those who benefit from the services and facilities provided in the libraries.

g) Collection: All materials related to the collections of libraries and museums.

h) Cultural Asset: Assets within the scope of the “Law on Cultural and Natural Assets Protection” numbered 2863.

i) Work: a cultural asset.


SECTION TWO

Organization and Management

Article 5- Library and museum service activities are carried out in all units under the responsibility of the “Directorate of Libraries and Museums”.

Services carried out by the Directorate of Libraries and Museums

Article 6-

a) Manager; The manager and representative of libraries and museums. S/he has the duties and authorizations of general management, supervision, division of labour, establishing a working order, training and providing in-service training on all officials working at libraries and museums. S/he carries out these duties and authorizations in accordance with the provisions of the directive.

b) Services carried out by the Directorate of Libraries and Museums;

1- Providing all types of information resources required by education, training, and research activities in the library and putting them into service.

2- Enabling users to benefit from information services more quickly and effectively.

3- Ensuring coordination between the unit libraries affiliated to the Directorate of Libraries and Museums.

4- Ensuring cooperation with the libraries of other institutions and organizations inside and outside the library.

5- Supporting the library users' needs to obtain information, develop their mental creativity, and carry out studies.

6- Carrying out studies that will contribute to the information literacy skills of the society

7- Execution of other duties and similar services to be provided by the Directorate of Libraries and Museums.

8- Expanding the collections of existing libraries, ensuring the creation of qualified collections in libraries affiliated to the Directorate of Libraries and Museums.

9- Opening new libraries and museums.

10- Performing book publishing works.

11- Bringing new works with historical and artistic value to museums.

12- Organizing exhibitions.

13- Publishing the catalogues of museum inventories and library collection in print and digital media.

14- Participating in the Library Week and Museum Week celebration programs.

15- Performing a variety of work to ensure that the public becomes familiar with, and visits the Museums.

16- Carrying out librarianship and museology works and operations in line with contemporary criteria.


SECTION THREE

Library and Museum Services

Creating Library Collections

Article 7- Selecting of publications to be purchased. The library collection consists of books, journals and electronic and digital resources. Purchase and donation methods are used in the creation of the collection.

Aquisitions through purchase.

Article 8- The selection of publications to be included in the collection is made as a result of the work of the Directorate of Libraries and Museums, and librarians. Order lists should be prepared by the librarians taking into account the specified criteria, these should be sent to the Directorate of Library and Museums by the Directorate in an official letter.

Supply Through Donation

Article 9- Resources obtained through donations can be recorded directly in the library fixtures, or donations can be made through protocols to be issued by the Directorate of Libraries and Museums when required.


SECTION FOUR

Library Use and Borrowing, Library Rules

Using the Library

Article 10-

1- All users who wish to benefit from the libraries affiliated to the Directorate of Libraries and Museums can benefit from books and other resources in the library by borrowing them after becoming a library member.

2- When borrowing a book an officially valid identity document such as a TR ID card, driver's license, or passport is submitted. Those who do not have an identity card cannot borrow books. Books cannot be borrowed with someone else's ID card.

3- Reference sources (encyclopedias, dictionaries, rare works, etc.), newspapers, the latest issues of magazines, and theses cannot be lent.

4- The reserve collection consisting of reserved works can be used in the library.

5- Borrowed library resources must be returned on time.

6- Members with overdue books cannot borrow books or extend their terms of use until they return the overdue ones.

7- Library members can extend the duration of their books through the automation system on the library’s web site.

8- Users renew the use period of the books together with the books in the library.

9- The Directorate of Libraries and Museums may request a borrowed book back from the user when necessary.

10- All types of resources borrowed from the library shall be returned on time.

11- In libraries affiliated to the Directorate of Libraries and Museums, lending is carried out in different periods based on the user groups specified below.

11.1- Library Members

3 publications 30 days (15-day extension for once)

Library Rules

Article 11-

1- Talking on cell phones is not allowed in the library.

2- Food and drink are not allowed in the library.

3- It is forbidden to smoke, talk loudly, or make noise in the library.

4- It is forbidden to photocopy an entire work.

5- Since the resources in the library are protected, a search is made when the alarm is sounded.

6- Those who damage the library materials or take them without permission are reported to the Directorate and legal action is taken against them.

7- If deemed necessary, all types of bags and personal belongings are checked by the officer.

8- Unattended bags or personal belongings cannot be left in the library.

9- Library users cannot use tools belonging to the library staff without permission and cannot change the locations of electronic tools and equipment.

10- One should come to the library with their ID card, and the ID card should be shown when asked.

11- Resources cannot be not taken out until the borrowing process is completed.

12- The return of the resources is performed by the library staff.

13- Computers in the library are only used for educational, training and research purposes.

14- Working hours in the library should be observed.

Delay of return

Article 12- Users are obliged to use the borrowed resources well and to return them on the specified date.

Damage and attrition of borrowed publications

Article 13- Users who damage books and journals in or out of the library are required to fulfill the decision of the Value Assessment Commission to direct the re-acquisition of the book or journal to the collection.

Loss of Publications and Fines

Article 14-

1- If a borrowed book is lost or torn, the same book (published by the same publisher) or a book determined by the librarian should be delivered to the library.

2- All penalties mentioned in this directive are determined and implemented with the proposal and approval of the Directorate Commission of Libraries and Museums.

Publication Reservations

Article 15-

1- Reservations can be made for books to be borrowed.

2- If the reserved books are not picked up within 1 day after the announcement, the reservation will be cancelled.

Using Electronic Resources and Digital Archive

Article 16- Library users can access the library’s subscription electronic resources with IP access from within the library. It is also possible to access the relevant resources online with user membership. During this use, it is required to comply with the license agreement between the manufacturer and the library. Digital resources are accessed by logging in through automation.

Membership

Article 17-

1- Except for libraries with research status, anyone can become a member of all other unit libraries.

2- The information required for registration shall be provided in full.

3- Members agree to abide by all the principles and library rules specified in this directive.


SECTION FIVE

Museum Activities and Practices

About the Acquisition of Museum Collections

Article 18- Acquisition of new works to be included in the museum inventory is done through purchase or donation. The selection of the works to be included in the acquisition is determined by the Directorate of Libraries and Museums, museum officials, and museum unit officials.

Article 19- Works, which are decided to be included in the museum inventory are subject to classification and identification processes by the Museum Unit. The Museum Unit assigns an inventory number to each work which is decided to be included in the inventory.

Protection of Museum Inventory

Article 20- Law No. 2863 covers the protection and evaluation of movable and immovable cultural assets that need to be protected within the scope of this law. Such assets are handled under the control of the Directorate of Libraries and Museums, with the works related to the law.

Article 21- Acquired works can be subjected to Preventive Protection Practices if deemed necessary by the Museum Unit Staff.

Article 22- The museum area of the Museum Unit is in a necessary separate section, suitable for the display, storage, and group visits of cultural and natural assets.

Article 23- The museum area is an environment where safety precautions are taken against fire, sabotage, and theft.

About Museum Activities and Practices

Article 24- The classification and exhibition of the existing works in the museum inventory should be performed with a chronological system whenever possible. Museum officials carry out the required research and publicity activities regarding the movable and immovable cultural assets.

About Museum Exhibition Activities

Article 25- In addition to the general exhibition activities, museums can open exhibitions both in Turkey and abroad, consisting of special themed exhibitions, personal works, corporate collections and private collections.

Article 26- Museum activities, exhibitions, inventory records and working times are determined in accordance with the Regulation on Private Museums and their Audits.


SECTION SIX

Miscellaneous and Final Provisions

Other Provisions

Article 27- The opening and closing hours of the libraries, and the subsequent the working hours of the staff, are determined by the Directorate of Libraries and Museums.

Article 28- This directive enters into force as of the date of acceptance by the Directorate Committee of Libraries and Museums.

Article 29- The provisions of this directive are executed by the Directorate of Libraries and Museums.
